I'm sorry, but did RAND actually study what is the case currently with TDM? This is precisely where TDM money gets thrown away. To truly reduce "demand" to use our roadways via private automobile, those roadways need to be converted to accept safe and convenient travel via other means (i.e. walking, cycling, and taking the bus). This is a ridiculous suggestion because "ridesharing" has been tried for decades now, and it had proven to do little or nothing to truly reduce "demand" of the roadways for private automobiles!

It's TRANSPORTATION demand management - not traffic...those are 2 completely different things. TDM is not meant to manage traffic, but best use of the transportation system as a whole...
